I think the best way to describe Attributes, is by saying that :

Attributes are a "Semantic Way” to enable programmers to enhance the MSIL programming language. It is much more than just adding Metadata to programming elements, it a way for a user to define new programmatically tools and new programmable elements to enhance .NET languages above and beyond the original planning.
